Shalem began conducting research in the field of strategic studies in 2005, with the aim of exploring the regional and global challenges facing Israel and the West. In 2006, Natan Sharansky was named Chairman of the Center’s Institute for Strategic Studies. He continued in this position until being appointed Chairman of the Jewish Agency for Israel in 2009.
In the years 2007-2009, with the assistance of a three-year grant from the Adelson Family Foundation, the renamed Adelson Institute for Strategic Studies conducted studies concerning developments:

Democracy in the Middle East
International law in the light of new forms of warfare and terrorism
Deterrence against guerilla and terror organizations and the states that sponsor them;
Impact of political and social change on the future map of the Middle East;
Meaning of “stability” in a time of changing strategic realities;
Responses to weapons of mass destruction;
Integration of Israel's Arabs into a Jewish state;
Israel's relations with the United States.
